I decided to continue with the potential rival for burnout and call him Dice and have him crouching and around him are his associates Cross an ace sharpshooter who passes judgement on his enemies with a single bullet, Grim he uses a scythe that he can swing around and send flying slash attacks or separate the scythe in the center into two parts that turn it into a futuristic version of a Kusarigama a old traditional Japanese weapon where one part is the sickle with a handle attached to a chain which is also connected to a iron ball or a spike club it was used for long range attacks to grab an enemy or the weapon and then slash them with the sickle but this version instead of a chain it is a plasma cable which also allows the reach of this weapon to be longer and more deadly, next we got Tremor he has huge cybernetic arms with pistons in the forearms to make his punches that much greater and when he swings the ground does rumble like a earthquake, and finally we have BlackOut has had his eyes modified so he can see in any environment such he has night vision, thermal, X-ray, Scope where he can see farther, Slow Down it increases his reaction time by slowing everything around time so he can react faster in situations, Hostile detects weapons and deadly devices and enemies and he is armed with a bat modified with kinda of a boom stick as in when he squeezes and swings it creates a destructive force that sounds like a sonic boom whenever it hits. Together these guys are Devils Hand they govern and rule the underground world of a futuristic city where they do as they please behind the shadows.
